Mr. Knezevic also served as Special Advisor for Economic and Foreign affairs to Prime Minister of Montenegro from 1994-1997 during which time he also served as Chief of the Montenegrin Mission to the United States of America.

LAB to launch Kono office on Saturday


All roads lead to the Kono district headquarter town of Koidu as staff of the Legal Aid Board around the country and members of the Sierra Leone Motor Drivers Union, traders and okada riders amongst others will converge on Saturday 20th May 2017 for the much awaited opening of the Legal Aid Board office there.
As usual, the official launching of the office will be performed by the Attorney General and Minister of Justice (AG), Joseph Fitzgerald Kamara.
The AG announced at the launch of the office in Waterloo on May 6 2017 that another Magistrate Court will be opened in the town after listening to concerns about the high crime rate and the statement regarding the high number of accused persons from Waterloo provided legal assistance by the Board in the Cline Town courts.
According to Ms. Carlton-Hanciles, the launch of the offices across the districts is not about politics, noting that the Board is an independent non-profit scheme and will remain as such come rain come shine.
“Our interest in inviting politicians to our launch is to ensure there is goodwill because at the end of the day the Board is a subvented institution”, she said.
The Legal Aid Lawyer for the District, Ibrahim Mansaray has described the launch as an opportunity to showcase the achievements since the establishment of the office in the District. More importantly, to highlight the challenges we are facing in catering for the justice needs of the people.
“I will use my statement at the launch to call on the Attorney General, donors and stakeholders in the justice sector to empower the office so as to increase our services especially in the informal sector where harsh terrain is making monitoring very difficult”, Lawyer Mansaray said.

According to Ms. Carlton-Hanciles, the Board started operations in Kono in September 2016 which follows the securing of an office space, deployment of Lawyer Ibrahim Mansaray and recruitment of two paralegals. “For now, we are the only organization with a resident lawyer in the district”, Ms. Carlton-Hanciles said.

WASH-Net Engages Parliament on Water Coordination

Water, Sanitation and Hygiene Network (WASH-Net), a local non-governmental organization geared towards coordinating and advocating for water and sanitation to be key in the development of the livelihood of the people, on Thursday 01st December 2016, at the Administrative Building in Parliament, engaged the Parliamentary Oversight Committee on Water Resources, chaired by Hon. Sualiho M. Koroma in a one day dialogue forum with the theme “enhancing sector governance and financing”.

Giving an overview to MPs, Managing Director for WASH-Net, Victor Koroma said among other things that their aim is to have a joint parliamentary engagement on how to advocate for an increase in the budgetary allocation to the Ministry of Water Resources. He called on MPs to support this initiative by advocating for the said Ministry to achieve its objectives.

The Chairman of the Parliamentary Oversight Committee on Water Resources, Hon. Sualiho M. Koroma welcomed the dialogue forum and pledged Parliament’s support to the process. He promised to see that the Committee on Water championed the cause of water related issues with the view of advocating for more resources to be given to the water sector to enhance the livelihood of the people.

Presenting the activities of WASH-Net, Emmanuel Sandy averred that the organization is focused on tracking budgetary allocation to the water sector, advocacy, sector governance, trend of expenditure, and late disbursement of funds.

Representing Water–Aid, Aruna Augustine Kamara spoke on the relationship between the two organizations, whilst noting advocacy for the improvement of water and sanitation in the country. He also called on MPs to kindly support the development of the water sector.

Charting the way forward, MPs appreciated the engagement and promised to raise the issue discussed in the Well of Parliament during the 2017 budget approval process.

ZainabBangura ends UN contract to return home for good

Hilary Clinton may have controversially lost the US Presidential elections after an illustrious political career spanning 30 years, but that has not dampened the spirit of one of her protégés, Zainab Hawa Bangura, to pursue her ambition to lead Sierra Leone in the near future.
After months of speculation Madam Bangura has perhaps given the first indication that she is entering the race to lead her party, the All People’s Congress (APC), to the next national polls in 2018.
The Special Representative of the UN Secretary General on Sexual Violence in Conflict, according to a very close family source, “will not be renewing her contract with the United Nations when it expires at the end of December 2016 and has given notice to the incoming Secretary General, that she is coming back home to be a part of the political process”.
The current Secretary General’s term also comes to an end on December 31st 2016.
ZHB (as she is now fondly called by family, friends and colleagues) flew in quietly on Saturday 12th November, 2016 on what can probably be described as the start of her journey to become the next President of the small but rich West African country.
Family sources say ZHB will be here till first week January 2017. While here, she will hold consultative meetings with the leadership of the APC as well as party stakeholders. Already, names of many personalities eyeing the flag-bearer position of the party post-Ernest Bai Koroma have been tossing around, but ZHB’s is the only female in the mix.
Family sources say she’s beaming with confidence despite realizing she’s got a real battle in her hands to overcome her male counterparts. 
“She’s confident because she has an enviable track record. And she’s coming home because she thinks having received so much from Sierra Leone, she feels it is time for her to give back,” said her cousin, Idrissa Kamara.
Meanwhile, we learnt that ZHB will spend Christmas in her home town of Yoni in the Northern Province of Sierra Leone, a tradition for her according to Idrissa.
“She’ll spend Christmas with her family in the village and make sure the kids in the entire village have a memorable Christmas; and she’ll inspire them to work hard to become responsible citizens their community will look up to tomorrow,” said Idrissa.

It must be noted however that no date has been set for her official declaration but as we await that, people have a right to know who actually is Zainab Hawa Bangura, and why she thinks she is the best person to lead the APC and eventually her country?” (See next article).

German Ambassador Hails New Land Policy

The Ambassador of the Federal Republic of Germany in Sierra Leone, Wolfgang Wiethoff, has lauded the formulation of the new National Land Policy (NLP) by the Government of Sierra Leone and pledged the German diplomatic team’s technical support towards its actualization.

He made this statement during the landmark opening ceremony of the national land governance conference held from Monday 11 – Wednesday 13 July 2016 at the Sierra Leone Police Officer’s Mess, Kingtom, in Freetown.

The three days conference was organized by Culture Radio 104.5 and Green Scenery with support from Bread for the World and Welt Hunger Hilfe.

Delivering his keynote speech on the theme ‘Our land - Our Right - Our Responsibility’, the German Ambassador said the population of Sierra Leone depends on an efficient land policy to improve on food security and job opportunities.

According to the ambassador, Sierra Leone, with its huge agricultural potential, could provide enough food not only for home consumption, but also for exporting.

He raised serious concern over the plight of rural farmers whom he said depend largely on land availability for their livelihood.

The majority of the people in Sierra Leone, Wiethoff said, depend on farming.
Farming, he maintained, has however remain in a very small scale and food supply insufficient due to the inequitable distribution of lands.

called for the laws to be applied without discrimination, noting that farming is the alternative for the rural poor.

The Ambassador also called for an economic transformation which he said is needed for the protection of livelihood for the rural population that depends largely on farming.

He encouraged civil society organizations to intensify their advocacy for the equitable distribution of land as a solution to the current land situation in the country, based on the rule of law.

As implementation seems to be indispensible, he said CSOs should play a vital part to improve on the quality of lives of the rural farmers who form bulk of the population and at the greatest risk to be deprived from land distribution.

The people of Sierra Leone, he explained, should say which direction they want to go.
The three days conference was officially opened by the Deputy Minister of the Ministry of Fisheries and Marine Resources, Charles Rogers.
